ENTSO-E is also investigating the 28 April 2025 blackout on the Iberian Peninsula

With interest coming from some of our readers to what we’ve already started collating about the 28th April 2025 power outage on Iberian Peninsula, it’s worth noting that the ENTSO-E (i.e. the European Network of Transmission System Operators for Electricity) is also investigating what happened.  Below are a series of links to pages that might be of interest to readers here…

On 9th May 2025 they published a news release ‘ENTSO-E Expert Panel initiates the investigation into the causes of Iberian blackout’:

The key part of this note (at least to me) seems to be the following part:

‘In accordance with the “Incident Classification Scale Methodology”, the investigation will be split into two phases.

First, the panel will collect and analyse all available data on the incident to reconstruct the events of 28 April and determine the causes of the blackout. These insights will be completed and published in a factual report. 

In the second phase, the panel will establish recommendations to help prevent similar incidents in future, which will be published as a final report’

Then on 19th June 2025 they noted ‘Expert Panel will review the reports on the 28th April blackout published this week by the Spanish government and the Spanish TSO’:

The two reports mentioned are the ones we’ve already collated here:

… it’s important for readers to understand that there are some differences between the focus and interpretations of both reports – hence this ENTSOE-E process might be useful before people crystallize an understanding of ‘what happened, why and what should be done about it’.

 

Then on 24th June 2025 they noted ’28 April Iberian Peninsula Blackout: Expert Panel releases new information and announces a stakeholder meeting’:

Two points from this note:

1)  They say:

On 18 July, ACER and ENTSO-E will organise a dedicated workshop of the European Stakeholder Committee established in accordance with the relevant network codes and guidelines. During this workshop, the Expert Panel will engage with stakeholders, shed light on the facts confirmed so far based on the available data and explain the next steps of the investigation.’

… so perhaps there might be more published here after 18th July.
