Market Suspension

Under clause 3.14.3 of the National Electricity Rules, the AEMO can declare a market suspension in a region or multiple regions when any of the following three events occur:

  1. During a system black event.
  2. A participating jurisdiction directs the AEMO to suspend the market following a declaration of a state of emergency.
  3. AEMO determines that it has become impossible to operate the spot market in accordance with the provisions of the NER.

24th January 2021

Loss of AEMO SCADA in all regions. TNSPs managed system security.  Initiated a review of the market suspension procedures.

This incident has already been discussed in several articles collated here on WattClarity.

18th February 2022

Loss of ElectraNet SCADA in SA. Loss of visibility for AEMO.  Market suspension.

1st March 2022

Loss of AEMO SCADA in TAS. TNSP managed system security and frequency.  Market suspension.

This incident has already been discussed in several articles collated here on WattClarity.

It was also incident #4 in the list in the article ‘AEMO report on multiple incidents impacting SCADA over almost 3 years 2021, 2022 and 2023’.

June 2022

This is undoubtedly the biggest combined event:

 1)  On Sunday evening 12th June 2022, the Queensland region hit the Cumulative Price Threshold, as noted in this article on the day.

2)  At 18:30 on Monday (not quite 24 hours after QLD) the NSW region hit the Cumulative Price Threshold, after which Administered Pricing began

3)  At 21:50 South Australia began Administered Pricing, followed by Victoria at 21:55 – meaning all four regions at the same time.

This is the first time that it’s happened in any region since the introduction of Five Minute Settlement.

Following from this

1)   The AEMO suspended the market on 15th June 2022.

2)  The AEMO lifted the suspension of the market on Friday 24th June 2022.

17th March 2023

There was a brief (55 minute long) Market Suspension in NSW on 17th March 2023 due to disruption of SCADA systems.

22nd April 2023

There was a brief (55 minute long) Market Suspension in VIC on 22nd April 2023 due to disruption of SCADA systems.

5th Sept 2024

For a brief period on Thursday 5th September 2024 the AEMO was  required to suspend the market due to a failure of IT systems.
