AEMO publishes Draft Report (Security Enablement Procedure – Improving Security Frameworks)

Yesterday (Friday 13th June 2025), amongst the discussions about recent market events during the early winter cold snap, the AEMO published both of the following documents:

Noted by the AEMO

We’re on the AEMO distribution list for emails relating to these reforms, and I thought it would be useful to copy in here some of what was in the email we received on Friday afternoon:

‘Today, AEMO published the draft report of the Security Enablement Procedure (Procedure) in accordance with new NER 4.4A.6(a) introduced by the AEMC’s Improving Security Frameworks (ISF) rule change.

Commencing on 2 December 2025, the rule introduces a new capability for AEMO to enable (or ‘schedule’) security services with a whole-of-NEM perspective and this draft report follows the Consultation paper, published 7 April 2025.

With this draft report, AEMO has considered stakeholder submissions and provided updated content in the draft Procedure, which includes a methodology for determining system security requirements along with processes to enable system security services to meet these requirements. In addition, guidance has been provided on minimum and recommended requirements for system security services agreements entered into by TNSPs.

In addition, AEMO is consulting on minor administrative and consequential amendments to:

(a) SO_OP_3708 Non-market Ancillary Services (including the Guide to Ancillary Services in the NEM)

(b) SO_OP_3704 Pre-Dispatch Procedure

(d)  SO_OP_3718 Outage Assessment, and

(e)  SO_OP_3715 Power System Security Guidelines

(f)  Schedule of Constraint Violation Penalty Factors.’

Wednesday 25th June 2025

There’s an (online) Stakeholder Briefing planned for 13:00 to 15:00 AEST on Wednesday 25th June 2025.

AEMO asks interested parties to register at this address.

Thursday 27th June 2025

AEMO will publish a fact sheet on the established Tasmanian assessment of security service need and enablement process for transparency.

AEMO intends to publish a draft of this document by 27 June 2025 for consideration during the consultation period.

Tuesday 15th July 2025

AEMO invites written submissions from interested persons on the draft proposal and issues identified in this draft report to NEMReform@aemo.com.au  by 5:00 pm (Melbourne time) on 15 July 2025.

Monday 11th August 2025

AEMO anticipates that the Final Report and Procedure will be published on Monday 11th August 2025.

i.e. this would be before the 31st August 2025 effective date.

Sunday 31st August 2025

AEMO’s draft proposal is to make the Security Enablement Procedures in the form published with this draft report, with a proposed effective date of 31 August 2025.

Tuesday 2nd December 2025

The enablement of security services under the ISF Rule commences 2 December 2025 and must be conducted in accordance with the Security Enablement Procedures that are to be published by 31 August 2025 (noting above that the ambition is to have the Final Report and Procedure published earlier – by Monday 11th August 2025).
