We were pleased today, 27 November 2025, to receive the email from AEMO’s NEM Reform team informing that
AEMO published its Final Voluntarily Scheduled Resources (VSR) Guidelines, Final Report, Final VSR zones maps, VSR Guidelines Zone Mapping Tool as part of implementing the AEMC’s Integrating Price Responsive Resources into the NEM rule.
The final report covers the consultation on developing the Guidelines which will guide VSR involvement in the NEM.
The Guidelines (page 1&2 pictured below) are a requirement of the IPRR rule (NER 3.10A.3).
These Guidelines have been developed to assist Voluntarily Scheduled Resource Providers understand and assess the requirements for participation in central dispatch.
They are to become effective on 23 May 2027. They are published today, before the December 31 rule deadline, to support AEMO and participant system development and testing in the leadup to full implementation.
To participate in central dispatch each VSR is required to be in a VSR Zone. Hence the release of the Final VSR zones maps and VSR Guidelines Zone Mapping Tool.
